PierPass Inc. is a not-for-profit company created by the West Coast MTO Agreement (WCMTOA) member container terminal operators at the Port of Los Angeles and Port of Long Beach to address multi-terminal issues such as congestion, air quality, and security. In the early 2000’s, after a rapid rise in cargo volume, drayage trucks were causing severe congestion on the roads and highways and in neighborhoods around the ports, while thousands of idling trucks caught in this traffic added to air pollution. PierPass launched the OffPeak program in 2005 to reduce severe cargo-related congestion around the ports by establishing regular night and Saturday work shifts to ease traffic. Since 2005, the PierPass OffPeak program has diverted more than 40 million truck trips to less congested shifts, reducing daytime traffic and pollution caused by trucks idling, and creating more than 200 jobs.
GNA Creative has worked with PierPass since 2005 in ongoing marketing and outreach strategies to educate stakeholders about the OffPeak Program, including the WCMTOA members, goods movement industry, beneficial cargo owners (shippers, consignees or their agents), and community and elected leaders. Most recently GNA Creative redesigned the PierPass website, to communicate comprehensive operational program information, including up-to-date terminal gate schedules, live terminal gate camera feeds, and special notifications. A new WCMTOA website was also developed and launched. From the program’s inception, GNA has created the press releases, email campaigns, and collateral materials to communicate with stakeholders. All logistics for live community engagement and stakeholder events and meetings are coordinated by GNA.
